Shell has signed a long-term offtake agreement for sustainable aviation fuel (SAF) with the developer of a planned production facility in Port Nador, Morocco.

This follows a similar agreement signed in December 2026 for fuel from a planned facility in Egypt.

Fueled by SAF blending mandates in the European Union, UK and elsewhere, Shell has adopted a strategy of scaling availability worldwide by using long-term offtake agreements with existing and planned producers.

The latest agreement was signed with Green Sky Manara, a subsidiary of Qatar-based Green Sky Capital that plans to build the Moroccan plant.

Shell is to be the exclusive offtaker from the facility, which is expected to be operational in October 2028, producing 150,000 metric tons per year (49.5 million gal.) of hydroprocessed esters and fatty acids (HEFA) SAF primarily from used cooking oil.

The December agreement was also with Green Sky Capital and involves the offtake of up to 150,000 metric tons per year of HEFA SAF from a plant at Ain Sokhna in Egypt’s Suez Canal Economic Zone that is planned to be operational by the end of 2027, also with used cooking oil as the main feedstock.

In addition to Egypt and Morocco, Shell says it has SAF supply agreements in place with producers in Pakistan, Malaysia, Thailand and the U.S.

In November 2024, the company signed a long-term offtake agreement with Thailand’s Bangchak Group for HEFA SAF produced at a 7,000-barrel-per-day (294,000-gal.) plant near Bangkok that became operational earlier this year.

A month later, the company signed a long-term offtake deal with SAFCO Venture Holdings for HEFA SAF to be produced at a 200,000-metric-ton-per-year plant planned to be operational in 2028 in Sheikhupura, Pakistan.
