      Darpa began studying stealth in 1974, awarding Lockheed and Northrop contracts to build pole models for radar cross-section testing of rival designs for the Experimental Survivable Testbed (XST). Lockheed won, and in 1976 the Skunk Works was awarded a contract to build two 60-percent scale demonstrators, codenamed Have Blue.
