General William Begert, VP Military Sustainment, Pratt & Whitney
William J. Begert, General, U.S. Air Force (Retired) is the vice president for Business Development and Aftermarket Services for Pratt & Whitney Military Engines in East Hartford, Connecticut. As vice president, he is responsible for domestic and international military sales, assessing U.S. Military requirements and developing business strategies for Pratt & Whitney’s military engine services. He is also responsible for the maintenance, repair and overhaul operations of Pratt & Whitney’s Military Aftermarket Services. In 2009 Military Aftermarket Services had sales in excess of $154M.
In the Air Force, Bill was a Command Pilot with almost 7,000 flying hours. He held command positions multiple times in his career and held a variety of staff positions.
Bill culminated his career as the Commander, Pacific Air Forces where he was responsible for U.S. Air Force activities in an area encompassing more than 50 percent of the globe. His command consisted of approximately 45,000 Air Force personnel and more than 400 aircraft. He assumed his position at Pratt & Whitney in February 2005.
Bill earned a Bachelor of Science degree in International Affairs from the United States Air Force Academy, Colorado, and a Masters degree in Public Administration from the University of Colorado.
COL Christopher Carlile, Commander Corpus Christi Army Depot, USA
Colonel Christopher B. Carlile was commissioned in 1989 as a Second Lieutenant from Arkansas State University with a BS in Zoology. He also holds an MBA from Embry-Riddle and a MS in Strategic Studies from the Air War College. He is a certified maintenance examiner rated in the UH-1, OH-58, UH-60 and CH-47 with over 600 hours of maintenance test flight time.
COL Carlile’s military education includes the U.S. Air War College, Command and Staff Course, Nuclear Planning and Execution Course, U.S. Army Space Operations School, Logistics Executive Development Course, Combined Arms Services Staff School and the Infantry Officer Advanced Course. He is a qualified Space Operations Officer and served as a Nuclear Strike Advisor for President George W. Bush. He is a Distinguished Honor Graduate of the Aeroscout Aviation Course.
COL Carlile’s first assignment was to VII Corps in Germany in 1990. While there he deployed serving as the Supply Support Activity and Maintenance Platoon Leader during Operations Desert Shield and Desert Storm and the Aviation Intermediate Maintenance (AVIM) Production Control Officer during Operation Provide Comfort in Turkey and Northern Iraq. While assigned to the 10th Mountain Division he deployed to Somalia where he served as Production Control Officer and Aeroscout Pilot during Operation Restore Hope. COL Carlile served as the Attack Helicopter Training Battalion Executive Officer (XO) and Operations Officer (S3) supporting six reserve attack helicopter battalions. He later served as the 4th Cavalry Regimental Operations Officer (S3) at Fort Knox, Kentucky. COL Carlile commanded A/8-101 (AVIM) at Fort Campbell, Kentucky deploying the unit to support Kosovo KFOR-3A and Afghanistan. He served as the 8-101st Aviation Regiment (AVIM) Executive Officer (XO) in Iraq during Operation Iraqi Freedom.
COL Carlile’s most recent assignments include Battalion Command of the 1-223d Aviation Regiment, Fort Rucker, Alabama and later as the Deputy Chief of Staff for the Aviation Center and Fort Rucker. COL Carlile assumed Command of Corpus Christi Army Depot in June 2010.
COL Carlile’s awards include the Legion of Merit, Bronze Star (2 OLC), Air Medal (Numeral 3), Defense Meritorious Service Medal, Meritorious Service Medal (4 OLC), Army Commendation Medal (3 OLC), Army Achievement Medal (5 OLC), Armed Forces Service Medal, Humanitarian Service Medal, Armed Forces Expeditionary Medal, Liberation of Kuwait Medal, Southwest Asia Campaign (3 Bronze Stars), Iraq Campaign Medal, Afghanistan Campaign Medal, Global War on Terrorism Expeditionary and Service Medals, Overseas Service Ribbon (Numeral 3), Joint Meritorious Unit Award (2 OLC), Meritorious Unit Award (2 OLC), and Superior Unit Award, Combat Action Badge, Master Aviator Badge, and Air Assault Badge. He is a designated Demonstrated Master Logistician and was the Ernest Young Logistics Executive recipient for 2011. COL Carlile was a recipient of the General Douglas MacArthur Leadership Award in 1994. He received the Order of Saint Michael (Bronze) in 1997.

Scott Gunnufson, VP/GM Service Solutions, Rockwell Collins
Scott R. Gunnufson is Vice President and General Manager, Service Solutions for Rockwell Collins. In this role, Gunnufson is responsible for sales and profit as well as leadership and strategic direction for the company’s global service functions within the company’s International and Service Solutions division. These functions include: Service Operations, Global Material Management, Rockwell Collins Customer Response Center, Integrated Logistics, and Service Programs and Proposals. He was named to this position in July 2010.
In 2006, Scott was named the Vice President of Marketing and Strategy for the Service Solutions and the Simulation and Training Businesses. In this position, Gunnufson was responsible for business strategic planning, product development, mergers, alliances, acquisition and marketing.
In 2001, he was named Vice President, Business Operations for Rockwell Collins Services. He was responsible for sales, marketing, proposal development, and programs for the services business.
Prior to accepting that position, Gunnufson was Director, Customer Programs, within Services. He was responsible for ensuring that customer requirements and expectations were met or exceeded through the execution of service support programs, and value-added proposal solutions. Prior to joining Rockwell Collins, Gunnufson worked at Northwest Airlines as Business Unit Manager of avionics, and maintenance contracts.
Gunnufson holds a bachelor of science degree in Finance from Mankato State, and a master of business administration in Operations Management from the University of Minnesota.
The Honorable John Johns, Dep Asst. Sec Def for Maintenance
Mr. Johns is Deputy Assistant Secretary of Defense for Maintenance. In this position, he is responsible for oversight of the Department’s annual $90 billion maintenance program.
In 2010, Mr. Johns served in Iraq as Director, Training and Advisory Mission, Iraqi Ministry of Defense, and Director, Iraqi Security Forces Logistics where he was responsible for both the full range of advisory and training functions required to establish governance of Iraqi Defense operations, as well as, develop the logistics infrastructure and processes to maintain readiness of both conventional military forces and police forces.
In past assignments, Mr. Johns has served the Army and Navy in technology development, engineering, program management, and logistics positions. His assignments with the U.S. Army Aviation and Missile Command included Associate Director for Systems, Aviation Research, Development, and Engineering Center where he was responsible for the provision of engineering support to all Army Aviation systems, Principal Assistant Deputy for Systems Acquisition where he was responsible for lifecycle management of over 20 Army aviation, missile, and ground systems with an annual budget of approximately one billion dollars, and Deputy Commander for Systems Support where he managed overhaul and maintenance, or RESET, of all aviation and missile systems redeployed from Iraq and Afghanistan. He also served as Special Assistant to the Commanding General, U.S. Army Materiel Command from July 2004 to August 2005. In August 2005, he joined the Navy as a member of the Senior Executive Service as the Director of Industrial Operations, Naval Air Systems Command, and Deputy Commander of Fleet Readiness Centers, Naval Air Forces where he was responsible for naval aviation maintenance operations across six subordinate commands, with a workforce of over 14,000 personnel and an operating budget of approximately four billion dollars, and oversaw annual maintenance and repair of over 600 aircraft, 7500 engines and modules, and 500,000 components and support equipment.
Mr. Johns holds a Bachelor of Science in Aerospace Engineering from Penn State University and a Master's in Aeronautics and Astronautics from Purdue. He is also a graduate of the National Security Management Program, National Defense University.
Maj Gen Bruce Litchfield, Commander, Oklahoma City Air Logistics Center, Tinker Air Force Base
Maj. Gen. Bruce A. Litchfield is Commander of the Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla. He is responsible for the 76th Maintenance Wing, 72nd Air Base Wing and Aerospace Sustainment Directorate. He ensures the Center provides depot maintenance, weapon system acquisition and sustainment, as well as installation, services and information support.
General Litchfield entered the Air Force in 1981 as a distinguished graduate from the ROTC program at Norwich University, Vermont. His career spans diverse logistics and acquisition assignments supporting weapon systems at wing, major command, Air Staff and the Joint Staff levels. He has commanded a supply squadron, logistics group and combat support systems wing and was the Director of Logistics, Headquarters Pacific Air Forces, Hickam AFB, Hawaii. Prior to his current assignment he was the Special Assistant to the Commander, Air Force Materiel Command, located at Tinker Air Force Base, Okla.

Rear Adm Timothy Matthews, Director Fleet Readiness OPNAV N43
Rear Adm. Matthews is the director, Fleet Readiness Division. The Fleet Readiness Division is responsible for Planning and Programming, a $23 billion annual budget in support of operating and maintaining the Navy’s ships, aircraft, submarines, and expeditionary forces. The division also resources Training Ranges and the Readiness Reporting systems.
Matthews graduated from the University of Colorado in 1980 with a Bachelor of Science degree in Aerospace Engineering. Commissioned in August 1982 through the Aviation Officer Candidate School in Pensacola, Fla., Matthews was designated an aeronautical maintenance duty officer in 1983. He attended the Naval Postgraduate School, Monterey, Calif., where he received his master’s degree in Aeronautical Engineering in1995. He was designated an Acquisition Professional Community member in 1998.
Matthews’ fleet operational tours include duty aboard USS John F. Kennedy (CV 67); Fleet Air Reconnaissance Squadron Two (VQ 2) in Rota, Spain; Tactical Electronic Warfare Squadron 132 (VAQ 132) in Whidbey Island, Wash.; Carrier Air Wing 14 (CVW 14); and Aircraft Intermediate Maintenance Department, Whidbey Island, Wash. During these assignments, he made multiple deployments to the Mediterranean Sea, Western Pacific, and Persian Gulf aboard Kennedy, USS Saratoga (CV 60), and USS Carl Vinson (CVN 70).
Matthews' acquisition tours include Consolidated Automated Support Systems (CASS) Fleet Introduction leader at the Naval Air Systems Command, PMA-260. Beginning in September 2004, he served as director, Joint Depot Maintenance Activities Group, Wright Patterson Air Force Base. Selected for command of the Naval Air Depot Jacksonville in 2004, he reported as executive officer in 2005 and assumed command of the newly re-named Fleet Readiness Center Southeast in 2007. In August 2009, he reported as commander, Fleet Readiness Centers and NAVAIR Assistant Commander for Logistics and Industrial Operations. In August 2011, he assumed his duties as director, Fleet Readiness Division.
Matthews’ awards include the Legion of Merit (2), Meritorious Service Medal (4), Navy and Marine Corps Commendation Medal (4), the Virgil Lemmon Award for Maintenance Excellence, and the Association of Old Crows’ Maintenance Award.
Rear Adm Jeff Penfield, Commander Fleet Readiness Centers, U.S. Navy
Rear Adm. Penfield is serving as commander, Fleet Readiness Centers. He is responsible for seven Fleet Readiness Centers engaged in aviation maintenance, repair, and overhaul services for the Naval Aviation Enterprise.
Penfield was commissioned in October 1982 via the Aviation Officer Candidate Program and earned his Navy Wings of Gold in June 1984.
His operational assignments include Strike Fighter Squadron 136 as a plankowner, Strike Fighter Squadron (VFA) 94, and command of VFA-115. While in command, he deployed on the maiden F/A-18E Super Hornet cruise participating in Operations Enduring Freedom, Southern Watch and the initial combat phase of Operation Iraqi Freedom.
His shore tour assignments include Training Squadron 23, Air Test and Evaluation Squadron (VX) Five, the Super Hornet Fleet Introduction Team, and VX-9 where he was the lead operational test director for the F/A-18E/F operational evaluation.
His assignments as an acquisition professional include Program Manager Air (PMA) 265, the F/A-18 & EA-18G Program Office; command of PMA-259, the Navy’s Air-to-Air Missile Program Office; command of PMA-268, the Navy Unmanned Combat Aerial System Program Office; and assignment to the Naval Air Systems Command staff working Integration and Interoperability initiatives.
Penfield has over 4,000 flight hours and 750 carrier landings. He has been recognized as the 1995 Commander, Naval Air Force Pacific Fleet Pilot of the Year, and the National Defense Industrial Association Navy Military Tester of the Year for 1999. He has been awarded the Legion of Merit, the Bronze Star, three Meritorious Service Medals, six Air Medals (one individual with combat V/five Strike Flight), four Navy and Marine Corps Commendation Medals (one with combat V), and two Navy and Marine Corps Achievement Awards along with various other personal, unit and service medals.
