Foreign Repair Station Rule Progressing
A draft of the long-awaited repair station security rule (original statutory deadline: August 2004) has been handed over the White House Office of Management and Budget, reports Jason Dickstein on the MARPA blog.

Meanwhile, TSA has told industry that a draft rule will be out by the end of the year, likely in December.

The rule, required by law under Vision 100–Century of Aviation Reauthorization Act, called on the Transportation Security Administration to "issue final regulations to ensure the security of foreign and domestic aircraft repair stations" within 240 days of the act's passage, which was Dec. 12, 2003.
