    Airframe heavy maintenance's migration to China has peaked, says David Stewart of ICF SH&E here at MRO Middle East in Dubai. He contributes increasing labor rates in China, higher fuel ferrying costs and decreased man-hour requirements for younger aircraft as contributing factors.

    At the same time, the Chinese airline fleet is rapidly growing, so those fleets require more maintenance.
