The FAA-tasked Safety Management System (SMS) Aviation Rulemaking Committee (ARC) turned in its recommendations to the agency recently, ARC member ARSA reported
. According to ARSA:
Essentially, the ARC supported future SMS regulations, but tempered that support with specific issues and conditions that should be addressed. Included in that list are: the protection of SMS safety information and proprietary data; alignment with the International Civil Aeronautics Organization (ICAO) framework; phased promulgation and implementation (over a 7-year period); recognition of existing systems, processes and regulatory requirements; accommodation for scalability; consistency for multiple certificate holders; and an FAA plan for consistent oversight activities.
