Voss in his keynote address at today's 5th Annual FAA International Aviation Safety Forum in Washington. "Perhaps today we could start by talking with each other about those difficult issues that lie below the surface."As keynote speaker, Voss placed the onus on regulators to maintain exceptional safety standards, but he also said aviation safety is limited by regulators' ability to act -- which, he noted, includes clear communication. "Our ability to act is limited in turn by our ability to speak clearly to each other and to those that govern us about what we can do and what needs to be done."
