We hear a lot about the need and benefits of regulatory harmonization. Just think what happens when bilaterals are stalled. While Ahmed Salem AlRawahi, director of airworthiness for the General Civil Aviation Authority here in the UAE, sees many benefits of harmonization, he pointed out a disadvantage at today's workforce and training seminar that I've never thought about: Regulatory harmonization makes people more mobile, which can hinder companies that don't have good employee retention.
