FAA's own analysis shows that about 1,840 of the 4,100 certificated repair stations covered by the proposal have 10 or fewer employees. Part of the reason the comment period was extended 90 days was to give these smaller shops--or any shop without staff dedicated to regulatory analysis--time to wade through the new proposal.
