The report by the independent commission appointed by the European Union to investigate the 7-12 August 2008 war between Georgia and Russia blames Georgia for starting it, this week's Spiegel magazine reports. But it also puts some of the blame on Russia for escalating the conflict through the massive deployment of its troops, according to Spiegel, which cites diplomats in Brussels.The still secret report will be released next week to the EU's ambassadorial-level Political and Security Committee and to the Russian and Georgian governments after first being presented to UN Secretary-General Ban Ki-moon in New York this week.The report was commissioned by the German and Benelux foreign ministers and the commission which wrote it is headed by Swiss diplomat Heidi Tagliavini.
