The 2010 French defense budget of €32.15 billion will be 2.5% down on the 2009 figure of €32.99 billion but is up on the €30.22 billion of 2008. The difference is due notably to the unexpected boost the 2009 budget got through the government's economic recovery plan which injected €990 million into the initial 2009 defense budget. The €32.99 billion for 2010 does nevertheless also include €770 million from the economic recovery plan but does not include pensions. If these are included the overall budget stands at €39.18 billion. Procurement is the hardest hit with its share dropping 5.1% (or €920 million) to €17.02 billion against €17.94 billion this year. Defense Minister Hervé Morin said however that the 2010 procurement budget was in line with provisions, adding that he expected exceptional income of €1.26 billion from the sale of military radio frequencies and buildings in 2010. Morin said foreign operations (Afghanistan, Lebanon, Africa...) would cost an estimated €800 million in 2010 “of which about half is for our operations in Afghanistan.” He said provisions of €570 million had been made in the 2010 budget for the Afghan operation but stressed that any extra needed would be met by pooling resources from other ministries.
