The first concrete Arab contribution to enforcing U.N. Resolution 1973 is still pending.Qatar has announced it will participate, but so far its air force has not yet shown up. Still, U.S. Navy Adm. Samuel Locklear, Commander of U.S. Naval Forces Europe and Africa says that is due to change. The fighters could be "up and flying by the weekend."Qatar is dispatching four Mirage 2000-5s and working closely with France to make the operation happen. The Qatari aircraft are likely to be colocated with French Mirage 2000s.There is still no word on when or if the United Arab Emirates will show up, although there this a report out of the UAE that a disagreement over Bahrain has caused the country to step back from participating in the Libya operation.
